Suspensions and Dispensations

SUSPENSIONS

You can apply to suspend a parking restriction for certain reasons and, if needed, to have permission to park in the suspended area (a dispensation).  Please note that suspensions are generally only granted for parking bays and, while you can apply to suspend other parking restrictions, such as double yellow lines, the circumstances under which this will be accepted are very limited and only granted where absolutely necessary. 

DISPENSATIONS

A dispensation is permission to park somewhere that you would not normally be permitted, or outside of the conditions of use of a parking place (e.g. for longer than permitted where there is a maximum waiting time, or in a pay & display bay).  You must apply for a suspension of a parking restriction before you apply for a dispensation to park.

PERMIT AREA WAIVERS

If you are working in a Resident Privileged Parking (RPP) area or a Permit Parking Area (PPA) and require an extra permit to carry out essential work you can apply for a temporary waiver.  Please use the resident’s visitor permit if possible and only apply for a temporary permit when absolutely necessary.


SUSPENSIONS

A suspension is when one or more parking bays (usually pay & display bays or limited waiting bays) are removed from public use and designated for the use of the person or company who has requested the suspension.  Bays may be suspended for the following reasons -

  • Building/demolition works
  • House move
  • Utility works
  • Goods deliveries that require the vehicle to wait for longer than the parking restrictions allow
  • Funerals
  • Weddings
  • Equipment installation
  • Traffic Management
  • Road works
  • Skip
  • Road markings
  • Special events

 

A dispensation (permission to park) will also be granted if you need to park a vehicle in the suspended bay.   Suspensions are most often granted in pay and display areas or in limited waiting bays however applications for other types of bay or for yellow lines will be considered.

 

DISPENSATIONS

If you need to park a vehicle somewhere you wouldn't normally be allowed to, or outside of the restrictions that are in place (e.g. in a limited waiting area for longer than permitted, etc.) you will need to apply for a dispensation, which is a permission to park.  You must apply for a suspension of the parking restriction first. 

Dispensations will not be issued to vehicles that are being used to load/unload on yellow lines, as there is already a general exemption for such activity (except where loading restrictions are in force).  Dispensations will not be granted in areas where loading restrictions are in operation.

The charge to suspend one bay (5m in length) is £11 per day.  You will be given a dispensation to park in that bay for free, if required.

The charge for a dispensation to park on any other type of restriction (e.g. yellow lines) is £11 per 5m space per day.

PLEASE NOTE THAT IF YOU REQUIRE A DISPENSATION TO PARK IN THE SUSPENDED BAY YOU WILL NEED TO APPLY FOR THIS SEPARATELY – A LINK TO THE DISPENSATION APPLICATION WILL BE SHOWN AT THE END OF YOUR SUSPENSION APPLICATION.

You can apply for a dispensation to park in a bay that you have already requested a suspension of, or for a place where parking is not normally permitted (e.g. yellow lines) online by clicking here.

You will need to set up an account (or use the account you have already set up to apply for a suspension) and enter all the details of the location and reason you want to apply.  Please submit your application with at least four working days before you need the suspension.  If you need the dispensation sooner or need more than 10 spaces please use the contact details below to get in touch with us directly.

If you are applying only for a dispensation you will be contacted by telephone to take payment by card so please ensure that you include a telephone number.

If you are unable to access the online portal or have any difficulty in applying for the dispensation while doing so please email parkingcc@sefton.gov.uk.  

 

Where to apply - You must apply for a temporary permit using the permit portal, which can be accessed here.  You will need to know the permit zone in which you want to park, the list of which can be found here.

Payment - You will be asked to make payment - if your application is not approved this will be refunded.  Please submit your application with at least three working days before you need the waiver.

Resident or business - If you are the person working at the property (but do not live there) you must set up an account as a business.  You will then be shown the option to purchase a “Temporary Resident Parking Area Permit”.

If you are the resident of the property you can set up an account on our customer permit portal (here) as a resident or use your existing account to apply for a temporary permit. 

Vehicle registration - you will be asked to provide a vehicle registration number as part of your application.  If the permit is for use in one particular vehicle please enter the correct registration - upon your application being approved you will be issued with a virtual permit for that vehicle.  If the permit will need to be transferred between vehicles please enter "NOVRM" in place of the registration number - you will then be sent a paper permit to display in whatever vehicle is parking.
